At Tuesday’s meeting, the Council:
- received a presentation from Mayor Biskupski of the recommended City budget for Fiscal Year 2019-20. The Council will continue to discuss and adjust the $330 million General Fund budget proposal, which includes a proposal for approximately $34.5 million to the Funding Our Future initiative, every Tuesday through mid-June. These discussions are open to the public and will be held until the final budget is adopted in mid-June. Public hearings to accept feedback about the budget will be on May 21 and June 4.
- discussed the proposed budget for the City Library and held follow-up discussions about the proposed budget for the Department of Public Utilities. Currently, there are proposals for a 5% water, 18% sewer, and 10% stormwater rate increases, which would amount to an average increase of $5.34 per month to household utility bills.
- received an update from the Salt Lake City Police Department, which has completed testing of all backlogged sexual assault kits. Police identified more than 100 new suspects from these kits, and forty-two of these suspects had not previously been identified by law enforcement. Council Members applauded the department’s profound cultural shift since 2014 and its use of a trauma-informed, victim-centered approach to all reports of sexual assault. At the time, the Council provided funding to ensure backlogged sexual assault kits were tested and for additional training for every officer in this new approach.
- received a Youth State of the City address from YouthCity Government, a local program that involves teens in state-organized, model-government programs to help them gain an understanding of local, state, national and international concerns and careers. They spoke to the Council about inclusion and opportunity for all; awareness and increased efforts for environmental protections and air quality; encouraged mental health and gun violence reform efforts on behalf of students; and the impact of efforts from current leaders that youth can build upon as they transition into leadership roles.
- interviewed and approved a number of people for various City Boards and Commissions.
