At today’s meeting, the Council:
- received a briefing of the proposed Budget Amendment No. 6 for Fiscal Year 2019-20, which includes various funding proposals such as repairs to City-owned buildings that were damaged in the March 18th Magna earthquake series, and the replacement of 11 of the City’s diesel trucks with funding from the Volkswagen diesel emissions settlement. Discussion primarily focused on how to fund a $1.1 million proposal for a Housing Stability Program to provide rental and mortgage assistance in response to the pandemic.
- discussed the proposed Golf Fund budget for Fiscal Year 2020-21 and considered potential options for improving the financial sustainability of this Enterprise Fund. The operating budget would essentially remain flat compared to Fiscal Year 2019-20 at $8.48 million, and General Fund subsidies to the Golf Fund would rise to approximately $1.47 million, an increase of nearly $100,000 from the previous fiscal year. The Administration indicated they are planning to further restructure the Golf Fund this year as part of their effort toward long-term financial sustainability. The Finance Department also has increased the level of transparency in the subsidies to ensure clear accounting in the future.
- discussed changes to the Central Wasatch Commission’s Interlocal Agreement, including the admission of the Town of Brighton; held some discussion of Capital Improvement Program (CIP) applications; and reviewed other pending budget items that will be discussed more during upcoming meetings.
