Work Session items

The Council received:

* an informational update relating to the Mayor’s Proclamations declaring Local Emergencies for COVID-19, the March earthquake, and the September windstorm:

  • the Mayor has requested to shift back to the Orange level (moderate) in the state’s pandemic risk categories, because Covid numbers are trending up. The request to shift would put a limit on social gatherings to 20, as opposed to allowing for 50 in the current category. The Mayor may also request to modify some of the orange guidelines to ensure that they reflect the evolution and adaptations that businesses and others have made in recent months that allow safe activity. The request for the City to shift to moderate risk will now be taken into consideration by Salt Lake County and the State, and if accepted could go into effect as early as this weekend.
  • The Mayor reports citywide wind damage cleanup is on track.

Other Agenda items

The Council received:

* an update pertaining to relieving the condition of people experiencing homelessness in neighborhoods throughout Salt Lake City. The Mayor’s Staff reports Phase 2 of the Community Commitment program began yesterday as the City concentrates on specific encampments, connecting individuals with immediate social services.

* an update about and request for additional facilitator funding by the Mayor for the City’s Commission on Racial Equity in Policing. The Langdon group was chosen as facilitator at $218,000. Council took a straw poll, which showed supported for the additional funding.

* a briefing about a proposal to create a new land use zone titled Form-Based Urban Neighborhood 3, and rezone the 10-acre City block known as the Fleet Block. It is located between 300 and 400 West and between 800 and 900 South, and is mostly City-owned. ​Although the property development would take years, the City spoke about the impact to the murals that have been painted on the building, because they have created a valuable place of community gathering. Many who attended the Public Comment also raised concerns about the community value that has grown around the murals. 

The hearings on this topic are scheduled on November 10, and November 17 at 7 p.m., with tentative Council Action on the rezone on November 17.  Disposition and redevelopment of this mostly city-owned property would be a separate process to come at a later date.

* a briefing about a proposed land use classification to address short-term housing for the terminally ill and seriously ill (sometimes known as eleemosynary, residential support, group home, assisted living facility, or congregate care facilities). The proposal includes reviewing compatibility concern for how this land use impact surrounding neighborhoods.  The Council will hold hearings to accept public comment on November 10 and November 17 at 7 p.m., and tentative Council Action on November 17.

 * a follow-up briefing about Shared Housing zoning text amendments, which would redefine what was previously Single Room Occupancy (SRO), and defines it as a residential building, or part of one that contains smaller housing units consisting of one or more sleeping rooms and contains either a private kitchen or private bathroom, but not both. In the updated proposal, units could contain multiple sleeping rooms, rather than limiting the unit to one sleeping room.  The Council will hold hearings to accept public comment on October 20 and November 10 at 7 p.m., with tentative Council Action scheduled for November 17.

* a follow-up briefing about the Administration’s proposed projects for transportation funding, from a new, ongoing funding source dedicated to transportation. Funding includes $1.5 million for improvements to prepare for frequent transit bus service on 600 North and 1000 North, $800,000 for improvements to the 9-Line Trail and Folsom Trail, and $200,000 for alleyway maintenance, among other items. The Council supported via a straw poll releasing funds for this year’s proposals from the Administration and requested further discussion about the project selection process.

Formal Meeting Items

  • The Council adopted a joint ceremonial resolution with Mayor Mendenhall declaring the second Monday in October as Indigenous Peoples Day in Salt Lake City.
  • The Council approved an Ordinance restricting the addition of military surplus property in the Police Department. 
  • The Council adopted a resolution approving the redesign of the City Flag. Two Salt Lake residents, both under twenty, contributed to the final design.
  • Comments to the Council tonight included more than 80 people speaking on various topics, including helping people experiencing homelessness.

PUBLIC HEARINGS were held on nine items:

Ordinance: Text Amendments to the RMF-30 Low Density Multi- Family Residential Zoning District. The Council will hold another hearing to accept public comment on October 20 at 7 p.m.

Ordinance: Zoning Map Amendment for 402 and 416 East 900 South (Southeast Market). Council will hold another hearing to accept public comment on October 20 at 7 p.m. TENTATIVE Council Action: October 20.

Ordinance: Amendments to Chapter 18.44 Fire Prevention and International Fire Code. Action was also taken on this item.

Ordinance: Rezone and Master Plan Amendment at 261 North Redwood Road. Action was also taken on this item. 

Ordinance: Rezone at 989 East 900 South. Action was also taken on this item.

Ordinance: Cemetery Master Plan. Council will hold another hearing to accept public comment on October 20  at 7 p.m. TENTATIVE Council Action: October 20.

Ordinance: Rezone and Master Plan Amendment at 833 South 800 East (Telegraph Exchange Lofts) Council will hold another hearing to accept public comment on October 20 at 7 p.m. TENTATIVE Council Action: October 20.

Ordinance: Demolition of Dangerous or Boarded Buildings. Council will hold another hearing to accept public comment on October 20 at 7 p.m. TENTATIVE Council Action: October 20.

Ordinance: Early Notification Text Amendment. The Council will hold another hearing to accept public comment on October 20 at 7 p.m.
