July 7 Council Meeting

At today’s meeting, the Council:

  • Received an update from staff about recent efforts on racial equity and policing in the City. The Council expects to have regular updates throughout the coming year on this and related topics. Watch the update here. Highlights of today’s discussion included:
    • an update on the newly-created City Commission on Racial Equity in Policing, including upcoming meetings and goals. The City is also looking to hire a facilitator for the board to assist with meeting logistics, reports, and more. Information can be found here. The deadline to apply is July 15 at 10 a.m.
    • a draft timeline for the financial audit of the Salt Lake City Police Department budget, including some operational items such as disciplinary actions, Internal Affairs procedures, and mental health services. An updated scope is expected to be submitted for consultant responses by early August. A mid-term update would be provided before the final report will be available in November. Once the Council and Administration receive the report, the information will be used to conduct the City’s first ever “zero based budget” exercise and recommendations will be considered in either mid-year budget amendments or incorporated into next year’s annual budget. These items will be timed with the review and findings of the new commission as well. 
    • additional research of what other cities are doing to address racism and systemic inequities.
    • and a Facebook Live “Ask Me Anything” (AMA) on Friday, July 10 from 12-1 p.m. when the public can ask the Council any questions related to the Salt Lake City Police Department budget, policies, ordinances, and next steps. Tune in on Facebook.com/SLCGovernment.

  • Received an update from the Administration and County Health Department staff about COVID-19 testing in the Salt Lake Valley. Testing resumes this week after being paused to restock supplies and reevaluate better ways to reach disproportionately affected communities. Testing efforts will focus on Rose Park, Glendale, Magna and West Valley City. 

  • Extended the Mayor’s local emergency proclamation for COVID-19 until August 14. This allows the Mayor to continue responding to the pandemic as needed.

  • Discussed multiple rezones throughout the City.

  • Ratified a motion to continue to hold Council meetings and without an anchor location under HB5002, due to risks with the ongoing pandemic. 

  • Set the dates of Tuesday, July 14 and Tuesday, August 11 at 7 p.m. for public hearings on the proposed that would regulate the use of shared mobility devices like dockless bikes or scooters. 

  • Set the date of Tuesday, August 11 at 7 p.m. for a Truth in Taxation public hearing. This is the final step required by State law to formally complete the annual operating budget for Salt Lake City for Fiscal Year 2020-21.
