Priority: Northwest Quadrant

The Salt Lake City Council is committed to furthering responsible economic development in the northwest area of Salt Lake City, known as the Northwest Quadrant, which consists of thousands of acres of land prime for industries such as manufacturing, distribution and warehousing.

The Utah State Legislature adopted a bill earlier this year designating a portion of the Northwest Quadrant as a future “Inland Port,” which will be a center for trade and economic development. The Port will be governed by a newly-formed “Inland Port Authority.” Although there are still serious concerns about the Authority’s control of land use, taxing authority and a lack of public accountability, the Council is engaging in all conversations in order to make the Port as successful as possible.

What the Council Has Done to Improve the Northwest Quadrant

NWQ Industrial and Manufacturing Capacity

Council staff created a map showing the existing industrial and manufacturing capacity in and around the NWQ. The map shows capacity at three, five, 10 and 20 mile distances from the Union Pacific railyard. The data is taken from the Kem Gardner Policy Institute’s inland port feasibility study. As the data shows, the NWQ has seen significant growth under City guidance. See the map.

Creation of Stadler Rail Single-property Community Reinvestment Area in NWQ

On May 1, 2018, The Council/RDA Board created a new project area to facilitate development of Stadler Rail’s new manufacturing facility. Learn more about the Stadler Rail proposal.

Zoning Amendment for Global Trade Ports

On February 20, 2018, the Council adopted an ordinance amending regulations for railroad freight terminal facilities in manufacturing zoning districts. The changes are related to the City’s current effort to allow additional railroad freight terminal facilities in Salt Lake City’s Northwest Quadrant. Read the ordinance.

Development Agreements with Property Owners

On January 16, 2018 the Council and Board of the Redevelopment Agency adopted resolutions establishing development agreements with property owners in the Northwest Quadrant. The development agreements ensure the current land use regulations will carry forward and also create a process for future tax increment reimbursement requests.

Community Reinvestment Area

On January 9, 2018, the Council and Board of the Redevelopment Agency approved the creation of the Northwest Quadrant Project Area. The new area will create a dedicated funding stream for development projects to help existing and new businesses within the project area. It’s an exciting opportunity that will help expedite the creation of infrastructure in the area to spur business growth and development. Learn more. 

On March 20, 2018, The RDA Board delayed adoption of proposed amendments to add 280 acres east of the current boundary to include interested property owners. This legislative action is paused because the RDA Board/Council and property owners face financial and legal uncertainty under SB234 until the law is updated. Fact Finding Night

On Tuesday, February 6, 2018 the Council held an in-depth discussion about the future of the City’s Northwest Quadrant. Conversation centered on what’s been done to date, what’s proposed, and the vision stakeholders have for the region. The Council invited a variety of stakeholders, from property owners, to state lawmakers, to join the discussion. Watch the discussion and view the various presentations.
