RDA Board Meeting

GENERAL PUBLIC COMMENTS TO THE BOARD: No Comments.

INFORMATIONAL: RDA COMMERCIAL ASSISTANCE OPPORTUNITIES: This presentation was an update on new efforts by the RDA to support small and local businesses. This started with a discussion of the reasons that this type of program is needed. The programs recommended for update or creation are: the RDA’s Loan Program (RLF), the Granary Adaptive Reuse Program, a new Affordable Storefront Activation Program, and new Education and Technical Assistance.

STRAW POLL – RELEASE OF FUNDS FROM THE NORTH TEMPLE STRATEGIC INTERVENTION FUND: This item was straw polled favorably.

Council Work Session Meeting

ADMINISTRATIVE UPDATES:

  • COVID: Numbers are increasing overall. But we are still very low compared with the history of the pandemic numbers. Wastewater data doesn’t show a reason to believe a spike is coming.
  • WATER CONSERVATION: Current recommendations are to water our lawns 2 times per week.
  • HOMELESSNESS: HRC occupancy rate is steady at 97%. Rapid Intervention Teams worked on 7 camps recently. The next abatement will be around 200 S and the Fisher Mansion. Last Friday there was a resource fair at Liberty Park. Kayak Court will be on the 17th.

FY23 BUDGET:

  • UNRESOLVED ISSUES FOLLOW-UP: Today is the official budget adoption day and we went through all the official motions and actions that we need to take in order to finalize our budget. There are 6 individual motions that need to be approved in order to adopt a balanced budget. One tool we use during our budget process to signify council goals and priorities that aren’t officially or cleanly included in the budget adoption is called “Legislative Intents.” This year we are adopting about 20 new legislative intents that cover a variety of things including alternative response teams, traffic calming, boarded buildings, grants, water conservation, youth and family programming, donation ordinances, etc. This is where we spent a lot of our time in the discussion today.
  • CAPITAL IMPROVEMENT PROGRAM OVERVIEW FOLLOW-UP: We briefly discussed these projects in relation to the G.O. Bond and the Sales Tax Bond projects. We only lightly touched on projects which we may want to adjust, however, we plan to come back to this discussion again. We do NOT approve specific projects in our budget adoption but we do approve a funding level for CIP overall. Our official project list adoption will happen in a couple of months.

INFORMATIONAL:

  • HARVARD PRESENTATION: The city has participated in a Harvard Student program to explore creating a template for Public-Private Partnerships (PPPs) in Salt Lake City. This student group focused on the Ballpark neighborhood. This project focused on the North Ballpark Parking Lot, the East Side parcel of the Ballpark itself as well as the South Side parcel of the Ballpark. The team got really specific about some of the development potential and challenges with these city-owned properties. I am so excited about what the Ballpark Neighborhood will develop into. It has so much potential and I truly believe that it will turn into one of the (if not the absolute) most exciting and vibrant neighborhoods in Salt Lake City.

BOARD APPOINTMENTS: Today we met the following people who will begin serving our community in a volunteer capacity: Business Advisory Board – Vinay Cardwell, Board Of Appeals And Examiners – Lawrence Suggars, George Reid, Paul Hayward, and Tyson James Bell. Formal Meeting

RESOLUTIONS: Today we had the opportunity to read and approve 3 resolutions:

  • JUNETEENTH: The first was a resolution to recognize Juneteenth on June 19th, 2022. It is an honor to live in a city that recognizes and celebrates the freeing of stolen African slaves in our country.
  • BALLPARK LEASE WITH SL BEES: The second resolution was in regard to the city’s intention to negotiate a new Ballpark Legacy Lease with the Salt Lake Bees. The current lease expires on September 30, 2024, and the city is excited and hopeful for the negotiation of a new long-term lease for the next era of baseball in Salt Lake City.
  • LANGUAGE ACCESS: The final resolution relates to SLC’s commitment to ensure our city promotes inclusive Language Access to Salt Lake City Residents. Salt Lake City has a large and important immigrant and refugee community which we have a commitment to supporting.

PUBLIC HEARINGS:

  • GRANT APPLICATIONS: This public hearing was related to several grants the administration is applying for. The list of grants is included in the full meeting agenda. No public comments were delivered.
  • GENERAL COMMENTS: Today we heard 2 general comments which related to Rail Crossings, Pollution, and Housing Availability.

  • ADOPTING THE BUDGET FOR THE LIBRARY FUND OF SALT LAKE CITY, UTAH FOR FISCAL YEAR 2022-23: Adopted Unanimously
  • AMENDMENTS TO THE SALT LAKE CITY CONSOLIDATED FEE SCHEDULE FOR FISCAL YEAR 2022-23: Adopted Unanimously
