Mano’s Meeting Thoughts: June 8, 2021

RDA MEETING: 

1. PUBLIC COMMENT: The comments today were related to the Utah Pantages Theater. Because of the litigation we’re limited on what we can say publicly about the ongoing case. But, I want to reaffirm my love of architecture, and my support for historic preservation.  

2. 650 S. MAIN ST. TRAX STATION: This is an update on a new TRAX station planned for 650 S. Main Street. This new station will be partially funded by the RDA and funds collected from nearby private developers. Construction is anticipated to begin in July/August of this year. The station is expected to be operational by February of 2022. 

3. STATION CENTER INNOVATION DISTRICT: Pulled for next meeting due to time.  

4. FY 21-22 RDA BUDGET: This was on our agenda to discuss and resolve any outstanding budget issues but none were raised.  

COUNCIL WORK SESSION: 

1. ADMINISTRATIVE UPDATES: 

COVID: 14 Day case rate is less than 100/100k and no zip codes are above 191 mark. Vaccines continue to increase and transmission is lowering.  

HOUSING AND HOMELESSNESS: Andrew Johnston came back to give us an update. The averages of the 3 HRC’s are at about 88% capacity but some of those beds may be reserved for an individual working at night, etc. The next resource fair is on June 16th at Cottonwood Park. The administration showed a list of around 7 places that they may be installing trash cans and asked for suggestions of other locations which might need trash collection. Send those to michelle.hoon@slcgov.com. Airport Inn will be closing but reopening in September. The vulnerable populations hotel is closing at the end of June. The motel overflow program was extended through the summer. Finally kitchen kits for the Magnolia Apartments are still being requested for anyone that wants to donate.  

POLICING: Chief Brown gave us an update on PD’s recruitment efforts. 613 individuals applied since January of this year for new officer positions. Just under 80% of the applications were from Utah Residents. Of these applicants, many have withdrawn, a small number were disqualified. However 10 have been offered jobs and about 24 are in the background check stage. There was a much smaller number of lateral hire applicants. Of the roughly 20 who applied for lateral hire positions, none are still in the process.  

2. RACIAL EQUITY AND POLICING UPDATE: Subcommittees will be meeting this week. There are some new recommendations approved and we are coordinating a date when we can hear those. Phase 1 of the commission’s work is nearing an end. More info at slcrepcommission.com  

3. REZONE AT 860/868 E. 3RD AVENUE: Rescheduled for next week.  

4. FUNDING OUR FUTURE RECAP: Changed to a written briefing.  

5. FY 21-22 BUDGET, UNRESOLVED ISSUES: This is a continuation of our big discussion related to the budget and an effort to get as close to on the same page as possible. The main points of discussion today were Public Lands, Small Business Construction Mitigation Funding, Attorney’s Office, and Planning Department staffing. Previous discussion worth noting are Dispatch’s 32 Hour work week, Social Workers in PD, and Body Camera Software.  

6. BOARD APPOINTMENTS: 3 SLC residents joined us today to be considered for 2 boards, the Housing Authority of SLC Board and the Police Civilian Review Board. Amy Hawkins (shout out to Ballpark residents representing!) is being appointed to the Housing Authority Board. Raheem Bennett is being appointed to the Police CRB. Tina Padilla is being appointed to the Housing Authority Board.  

COUNCIL LIMITED FORMAL SESSION: 

1. FY 20-21 LIBRARY BUDGET AMENDMENT NO. 2: This item was to receive public comment on the Library Budget Amendment No. 2. However, this was simply to recognize pass thru revenue that we have no control or discretion over.
