Christopher Clifford, representing Emigration Overlook Partners, has submitted a Planned Development application to the city to construct 12 luxury condominium units at 860 S. Donner Way. The applicant is requesting zoning relief for lot frontage and building height through the Planned Development.

The design is unique in that each level of the structure follows the downward slope of the hillside, rather than being built vertically as a conventional building. The land is currently vacant. The property is located in the RMF-45 (Moderate/High Density Multi-Family Residential) zoning district. The same proposed Planned Development was previously approved by the Planning Commission on October 20, 2016. The previous approval has expired, which is why the applicant is seeking a new Planned Development approval for the project.

Next Steps

  • Notice of this application has bene sent to the East Bench and the Sunnyside East Association Community Councils. The East Bench Community Council has requested the applicant present the proposal during the March 17, 2021 meeting. Please contact the Community Council Chairs for more information on the scheduled meeting. You can find information regarding community councils at https://www.slc.gov/community-councils/.
  • Notice has also been sent to property owners and residents within 300 feet of the project.
  • Notified parties are given a 45-day period to respond before a public hearing with the Planning Commission can be scheduled. During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, while considering public comments as they relate to the standards and develop a recommendation for the Planning Commission.
  • The Planning Commission will then hold a public hearing for additional public comments and decide on the matter.
  • If the Planning Commission approves the request, the project will move to the building permit review.
