The Boyer Company, represented by Nicholai Lazarev, is seeking Design Review and Planned Development approval for the redevelopment of the property at 523 W 200 N. The project area consists of one 2.9-acre parcel within the TSA-UC-T (Transit Station Area – Urban Core – Transition) zoning district. The site currently houses a self-storage and RV parking business and a single-story office building.
The proposed 6-story building provides 350 units with a unit mix of studios, one- and two-bedrooms. The applicant is requesting 5 feet of additional building height through the Planned Development process and several modifications to the Design Standards in Chapter 21A.37. Additional modifications may be considered as part of the review process.
The requests include the following:
- Proposed building height is 63’ 9”, requesting Planned Development approval for an addition 5’ of height
- 200 North Requests:
- Increase in street facing façade length from 200’ to 318’
- Request to use 5% EIFS on the ground floor and 19% on the upper levels
- Modification to the spacing of building entrances
- 500 West Requests:
- Increase in street facing façade length from 200’ to 360’
- Reduction of the ground floor use requirement from 90% active use to zero. 500 West is a dead-end public street that faces the rail lines. The applicant is proposing to build the parking structure facing the rail lines.
- Reduction in durable ground floor building materials from 90% to 31%, non-durable materials include EIFS
- Reduction in durable upper floor materials from 60% to 13%, non-durable materials include EIFS
- Reduction in ground floor glass from 60% to 15%
- Modification to the spacing of building entrances

- Notice of this application has been sent to the Chairs of the Fairpark and Capitol Hill Community Councils, where the property is located, who may choose to schedule the matter at an upcoming meeting. Please contact the chair(s) of these organizations to determine whether a community council will review this petition and when and how that meeting will occur. - Notice has also been sent to property owners and residents within 300 feet of the project to obtain public input and comments on the proposal. Notified parties are given a 45-day period to respond before a public hearing with the Planning Commission can be scheduled.
- During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.
- The Planning Commission will then hold a public hearing for additional public comments and make the final decision on the matter.
