Wastewater Pretreatment

Industrial Wastewater Pretreatment Program

The Salt Lake City pretreatment program monitors and controls potential industrial wastewater from entering the City’s sanitary sewer system. Pretreatment is required and regulated under the Clean Water Act, Code of Federal Regulations (CFR) Title 40 Part 403, “General Pretreatment Regulations for Existing and New Sources of Pollution,” Utah Administrative Code R317-8-8, and Salt Lake City Ordinance Chapters 17.32, 17.36, 17.52, 17.68 and 17.69.

All customers connected to the Salt Lake City sewer system are prohibited from introducing pollutants that may harm health, safety, the sewer collection and treatment system or the environment.

Industries with specific processes and waste streams are explicitly required to meet strict wastewater discharge water quality parameters and must obtain a pretreatment permit to discharge wastewater into the Publicly Owned Treatment Works (POTW).

The following links are for forms that assist in review. The application supplies the reviewer with important information regarding the project. The Pretreatment Survey assists the wastewater treatment plant in understanding what is introduced to the sanitary sewer lines.

In accordance with the Clean Water Act, Title 40 of the Code of Federal Regulations (CFRs), the Utah Administrative Code, and Salt Lake City Corporation (City) standards, all applicable businesses are required to submit a completed Commercial and Industrial User Questionnaire (CIUQ) A CIUQ shall be completed by any industry or manufacturing facility, food production or food service establishment, medical or dental office, truck or car wash, or other business that discharges, or has the potential to discharge, non-domestic wastewater (e.g., wastewater generated from manufacturing or production,  washing or cleaning, rinsing, etc.) to the sanitary sewer system.  Facilities that store or handle hazardous or toxic materials / waste also shall complete a CIUQ.
