Salt Lake City CRA invests another $7 million in affordable housing, homeownership

The Salt Lake City Community Reinvestment Agency (CRA) is making $7 million available to support affordable housing development and expand homeownership opportunities across Salt Lake City.

The funding is available through competitive programs:  

  • $3 million through the Housing Development Loan Program (HDLP) to support the development and preservation of affordable housing.  
  • $4 million through the Residential Wealth Building Pilot Program to support affordable homeownership and shared equity opportunities for low- and moderate-income households.  

“Salt Lake City families need more housing choices at every stage of life, including opportunities to own a home and build a future here,” said Mayor Erin Mendenhall, executive director of the CRA. “This funding allows us to continue investing in affordable homes while creating more pathways for families to put down roots and build long-term stability in our city.”

The Housing Development Loan Program provides low-cost financing to help build and preserve affordable housing in Salt Lake City. This year, the CRA is particularly interested in projects that create deeply affordable and family-sized homes and put housing near jobs, schools, transit, and other everyday needs.

The Residential Wealth Building Pilot Program focuses on affordable homeownership. Funding can support projects and programs that make it easier for low- and moderate-income residents to buy a home, build equity, and keep homeownership opportunities affordable for future buyers. 

“We know there isn’t one solution to Salt Lake City’s housing needs,” said Browne Sebright, CRA program manager. “This funding will help create more affordable rental housing while also giving more residents a chance to own a home and build equity.”

The new funding continues the CRA’s housing investments from the previous fiscal year, when the agency awarded more than $8 million to four projects expected to create 595 affordable homes and nearly $6.4 million to two projects creating new affordable homeownership opportunities.

Eligible applicants include nonprofit organizations, for-profit developers, and public housing agencies. Applications are due September 25, 2026.
