Overview
The City is seeking to partner with two development teams for the development of ~3.9 acres of City-owned property located at 850 S 300 W. The properties originally housed various City operations, including vehicle fleet maintenance and public works facilities.
Fleet Block is a unique development opportunity due to its strategic location within the rapidly transforming Granary District and proximity to the vibrant, walkable, Central Ninth Neighborhood.
The City has already kicked off redevelopment efforts including:
- Environmental remediation
- Demolition of the original Fleet Block structures
- Securing $3.9 million for the creation of City-owned and maintained mid-block streets
- Selecting a consultant to lead community engagement for the creation of a new public square

Background
Located in the City’s Granary District, the historically industrial core of the City, the Fleet Block originally housed various City operations, including the vehicle fleet maintenance and public works facilities. The City vacated the buildings in 2009, and the block is now a unique opportunity for transformative development in a built-out city.
The 2016 Downtown Master Plan identified the block as a key site for redevelopment, envisioning it as a demonstration of urban family living and industry integration, with a focus on pedestrian accessibility. The City also conducted an Urban Design and Feasibility Study, which proposed creating an innovation district that includes housing, office spaces, public open spaces, and support for local businesses. The studies largely shaped the Site’s current layout, with the arrangement of the midblock streets and location of the public square.
The December 2023 rezone laid the groundwork to allow for dense mixed-use development, while promoting design excellence and pedestrian connectivity.
In March, 2025 the City completed demolishing the existing structures and is currently in the process of removing debris. The City also allocated funds for the construction of midblock streets in anticipation of the sale of a 1-acre parcel to the adjacent property owner that will generate equivalent revenue.
Informational Session
To learn more about this RFQ, an Informational Session will be held virtually via Microsoft Teams on April 22, 2025, at 1:00 PM Mountain Time. Any party considering the submittal of a Response should strongly consider attending this meeting. Following a brief introduction, City representatives will be available to answer questions about the RFQ requirements.

Submissions — by uploading to bonfire, email, mail, or hand delivery — are due no later than May 30, 2025 at 11:59 p.m. Statements that do not exceed 25 megabytes (25 MB) may be delivered via email in Adobe Acrobat (.pdf) format. Questions
Questions about any matter contained in this RFQ should be entered into the U3P site or emailed to the Community and Neighborhoods Department at real_estate@slc.gov.
Interested parties must not solicit information on this RFQ from City employees not specifically named in this RFQ, except upon invitation by the City in a formal interview. Doing so may result in rejection of the response. Salt Lake City will not hold “one-on-one” meetings with any interested party during the RFQ process. The deadline for submitting questions regarding the RFQ is May 14 at 5:00 PM Mountain Time.
