The Other Side Village pilot project is located on a portion of Salt Lake City owned land at 1850 W Indiana Avenue. The 70-acre parcel was a municipal landfill from 1923 to 1962.
Development

The Other Side Academy is building an 8-acre tiny home village — The Other Side Village — on the southeastern corner of the site.
The Other Side Village provides housing and supportive services for those experiencing homelessness and struggling with substance abuse, mental illness and/or physical disability.
The first residents moved into The Other Side Village in December 2024.
TOSA is still working to complete the first phase of the project, which will include a total of 60 homes.
Environmental Remediation
To ensure the area is safe for residents, the City entered the site into the Utah Department of Environmental Quality’s Voluntary Cleanup Program.
In Phase 1 TOSA took careful steps to clean up the site and reduce exposure to any harmful substances, so it’s safe for people to live, work, or visit the area.
The primary remediation strategies for Phase 1 were:
- Excavating contaminated soils and disposing them offsite at a permitted facility
- Mitigating potential vapor intrusion using a variety of strategies, such as thickened concrete slabs, elevated buildings, or passive vapor mitigation system.
The site was remediated to residential standards under DEQ oversight. To ensure that the site remains safe for residents, TOSA will conduct routine groundwater monitoring and inspections of the vapor mitigation systems.
Next Steps
The City and TOSA will continue working under DEQ oversight for the next phase of this project.
The area planned for Phase 2 was entered into the Voluntary Cleanup Program in Spring of 2025 and TOSA is now starting the environmental investigation work. This work is still in initial phases.
