What we do

The Clean City Program is part of the Department of Public Services’ Urban Services Division, and is focused on keeping Salt Lake City clean and safe. The program handles things like graffiti removal, cleaning up waste, and taking care of public areas.


What the Clean City Program does:

Graffiti Removal

This team responds quickly to reports of graffiti and works to remove it from public spaces.


Rapid Intervention Team (RIT)

Site of a RIT clean-up prior to work beginning to safely dispose of debris.

The RIT cleans up trash, debris, and leftover materials from small to medium-sized encampments (usually fewer than ten tents or structures). They also help clean up illegal dumping that isn’t handled by the City’s Waste and Recycling team.

While the RIT clears physical debris, they do not provide outreach services to people experiencing homelessness. Outreach is handled by the City’s HEART team and their partners at Volunteers of America.

The goal of the RIT is to keep public spaces clean, safe, and accessible for everyone.


Right-of-Way (ROW) Services

This team takes care of sidewalks, streetscapes, and public areas in busy neighborhoods like Downtown, North Temple, and Sugar House. They maintain places like the Sugar House Plaza (including the fountain and splash pad), the S-Line streetcar route, and Parley’s Trail. They also manage landscaping and public amenities along these areas.

Additional services provided by ROW Services include:

  • Public safety support
  • Help with city events
  • Beautification projects
  • Irrigation system maintenance
  • Masonry and electrical repairs
  • Snow removal coordination
