A Program for Homeownership

Salt Lake City offers programs supporting livable, healthy, and sustainable homes. Our goals are to:

  • Preserve our housing stock.
  • Make home ownership affordable.
  • Remove substandard homes from our communities.

The CLT program helps achieve these goals. Salt Lake City shares the costs of property ownership in a City trust. This helps low- to moderate-income families the opportunity to become homeowners.

How It Works

In standard home purchases, the homeowner owns the house and the property land. In the Community Land Trust, ownership of the land separates from the building. Salt Lake City owns the land and leases it to the homeowner, while the homeowner owns the building. Anything built or improved on the land is also owned by the homeowner. Salt Lake City then places the City-owned property into the CLT. This way the resident’s monthly mortgage payments remain affordable.

This program benefits both the local owner and the community. By holding the land in a community trust, Salt Lake City can preserve the land’s affordability. At the same time, the homebuyer can build equity in their home. This model is not limited to single-family homes. Rental units can also participate in this program. The ground lease option as an effective, enforceable, and durable mechanism. It ensures future generations of lower income households can access affordable housing.

How Do I Qualify?

To participate in this program, the homeowner must meet specific income requirements. The income limits for this program are set by the U.S. Department of Housing and Urban Development (HUD). Participants must be at least 80% AMI, or Area Median Income. You can view your AMI on our SLC HUD 2025 Summary sheet (PDF | 84 KB).
