This study is currently on pause due to recent state legislation. We expect to restart in Spring 2026 once we have clarity on how to proceed under the new requirements.
Overview
The 1300 East/University District Circulation Study is a planning effort that will result in recommendations for transportation improvements in the East Central neighborhood.
The study focuses on complementing land uses and improving multi-modal transportation connections to The University of Utah. It seeks to:
- Incorporate additional transit, walking, and biking improvements on 1300 East and University Street.
- Strengthen the local restaurant and retail district.
- Update strategies for managing parking and motor vehicle traffic.
Study area
The study area runs from South Temple to 500 South, and 1100 East to University Street.
Goals
- Incorporate a multi-modal approach while creating recommendations for streets within the study area.
- Engage the community and partner organizations to provide insights and consider options before entering the engineering design phases.
- Strengthen connections to the local business area, The University of Utah, and the neighborhood through short-term and long-term transportation investments.
Outcomes
This is a planning study, not a construction project. The recommendations produced by this study are not currently funded. The study will result in:
- General recommendations for transportation improvements across the entire study area.
- Specific design concepts for University Street and 1300 East.
These concepts will be referenced and used as a guide when streets in the study area are eventually programmed and funded for reconstruction.
