Angela Haylock was born in Los Angeles, California, and raised in Salt Lake City’s Rose Park neighborhood. A dedicated public servant and accessibility advocate, Angela serves as the ADA Manager for Salt Lake City, where she leads efforts to advance equitable access to City programs, services, facilities, and public spaces for residents and visitors with disabilities.
Prior to joining Salt Lake City, Angela worked at the Utah Transit Authority, where she helped launch one of the agency’s first microtransit services and supported initiatives focused on improving mobility and access throughout Utah. Her career has centered on creating more inclusive transportation, recreation, and community experiences for individuals with disabilities.
Angela currently serves as Chair of the Utah Chapter of the Rocky Mountain ADA Center Coordinators Network and is a member of the Community Options Advisory Council. She has collaborated with disability advocates, community organizations, and government agencies across the state to advance accessibility, remove barriers, and promote meaningful inclusion.
As Salt Lake City’s ADA Manager, Angela oversees ADA compliance efforts, reasonable accommodation and grievance processes, accessibility planning, and community engagement initiatives. She also supports the work of the Accessibility & Disability Commission and partners with City departments to improve both physical and digital accessibility.
Angela is passionate about creating a city where every resident and visitor can fully participate in community life. She believes accessibility benefits everyone and is committed to fostering a culture of access, inclusion, and belonging throughout Salt Lake City.
