Introduction
Thriving in Place is both a strategy and a two year action plan adopted by Salt Lake City in 2023.
The plan focuses on three strategies to stop displacement:
PROTECT tenants from displacement, especially the most vulnerable.
PRESERVE the affordable housing we have.
PRODUCE more housing, especially affordable housing.
The plan has five key goals:
- Call for new policies and tools that utilize land use decisions to incentivize affordable housing and public benefits.
- Elevate anti-displacement as a citywide priority.
- Increase City investment and services to help lower income tenants avoid eviction and remain in Salt Lake City.
- Prioritize creation of more affordable housing, especially “community-owned” and shared-equity housing that will be affordable long-term.
- Change how the City works with impacted communities and key partners.
Track our progress:
Success of the Thriving in Place strategy relies on having reliable, shared, and easily accessible data to track progress, inform policy development, and make it possible to course-correct as needed as conditions change. This dashboard is focused on presenting key metrics to track conditions over time, allowing the City to measure progress and make course corrections as needed.
Currently, we only have data through 2023, so it reflects Salt Lake City before Thriving in Place was adopted.
We will make annual updates so that in the future you can use this page to track our progress and how well the policies are working.
Indicators Summary
The City used the indicators below to create Thriving in Place. For example, data on how many renters struggle to afford housing helped the City understand the extent of the problem. We will keep tracking these indicators to see what is working and where more changes or investments are needed.
5-Year Change
These indicators are compared using the percent that they have changed over a five-year period. Understanding the rate of change is important for understanding how impactful the City’s actions have been and what changes are needed moving forward.
Neighborhood Change
Tracking neighborhood-level changes helps us know where there is the greatest need for City action. By tracking neighborhood changes over time, we can adapt actions to be more sensitive to the needs of communities and residents.
