The Council recently approved a development agreement and a request to rezone a property at 273 East 800 S to RMF-45 (Moderate/High-Density Multi-Family Residential) from I (Institutional) zoning. The development agreement will require the housing to be available to those with incomes at 30% Area Median Income (AMI) or lower and security measures including fencing, exterior lighting, and anti-loitering signage, and cameras.
The approved rezoning will allow First Step House, which supports individuals with very low incomes and behavioral health conditions, to potentially build an affordable housing development. The development is proposed to include 34 one-bedroom units and on-site supportive services, but treatment services would not be provided at this location.
On Dec 11, 2024, the Planning Commission recommended approval to the Council. This is if the applicant signs a development agreement with the City. The agreement will require housing for people who earn 30% or less of the AMI.

April 15: Public Hearing and Council Vote
During the formal meeting, the Council heard public comments on a rezone request for an affordable housing project. Several constituents expressed concerns about overconcentration of affordable housing in the area. Following the public hearing, Council voted to approve the request with a development agreement requiring security measures including fencing, exterior lighting, and cameras.

March 18 Briefing
