Learn About Our Federal Grant Programs


Applications are now open! Every year Salt Lake City uses federal funding for local projects. These grants are an important tool to help community partners with their development and services.

Our Federal Funding

We provide grants addressing many local needs. These include:

  • Affordable and emergency housing assistance;
  • Homeless shelter assistance;
  • Staffing support;
  • Housing assistance for those living with HIV/AIDS. 

We manage funding from several departments of the federal government. These include the U.S. Treasury and the Housing and Urban Development (HUD) departments. We receive funding from HUD each year. Our current funding comes from 4 different HUD programs. These programs are:

  • Community Development Block Grant;
  • Emergency Solutions Grant;
  • HOME Program;
  • Housing Opportunities for Persons with AIDS.

Community Development Block Grant

The Community Development Block Grant, or CDBG, is a flexible source of federal funding. Its goal is to help people improve urban communities by:

  • Providing housing opportunites;
  • Expanding economic opportunities;
  • Investing in social services.

Since 1974 the City has managed $147 million in CDBG funding, including program income.

Emergency Solutions Grant

The Emergency Solutions Grant, or ESG, helps with needs around homelessness. These include:

  • Street outreach;
  • Emergency shelters;
  • Homelessness prevention;
  • Rapid rehousing assistance;
  • Data collection.

Since 1990 the City has managed $5.2 million in ESG funding.

HOME Program

The HOME Program, or HOME Investment Partnerships Program, focuses completely on affordable housing. Its uses include building, buying, or rehabilitating affordable housing. It can also be used as direct rental assistance for low-income people.

Since 1992 the City has managed $41 million in HOME funding, including program income.

Housing Opportunities for Persons with AIDS

The Housing Opportunities for Persons with AIDS grant, or HOPWA, helps people living with HIV/AIDS. This funding helps people with personal, medical, and housing costs. The goal is help people avoid homelessness.

Since 2001 the City has managed $6 million in HOPWA funding. This includes housing assistance, case management, and supportive services.

Our Federal Plans

Each year we publish plans with new goals for our federal funding. Every five years we create a larger plan consolidating our goals for the next five years. Getting public comments and community input is a critical part of these plans.

We also publish an annual report describing our activities from the previous year. We call this our Consolidated Annual Performance and Evaluation Report, or CAPER.
