ENVIRONMENTAL REVIEWS

Overview

As part of Salt Lake City’s effort to be transparent and promote public safety, Housing Stability will post records of the environmental reviews that it completes as part of the tiered review process. These environmental reviews are completed to ensure any agency that receives HUD funding that is awarded to Salt Lake City, are in compliance with historic preservation, flood plain safety (FIRM), noise levels, fire and chemical concerns, NEPAssist safe sites, and Environmental Justice Screenings.

The following programs were listed for public review and feedback, which are valid for 5 years, for the 2020-2025 fiscal years. If any environmental concerns arise from how these funds are being utilized, or if you’d like to voice any other environmental reviews concerns, you can email Dennis Rutledge at dennis.rutledge@slcgov.com, or you can write to us at our mailing address.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the Housing Services certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Housing Services (b) the Housing Services Division has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76).

Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, CPD Region VIII Director, at CPD_COVID-19OEE-DEN@hud.gov. Potential objectors should contact CPD_COVID-19OEE-DEN@hud.gov to verify the actual last day of the objection period.”
