Certificate of Occupancy transportation inspection
Before a property can open for use, Salt Lake City Transportation reviews the site to make sure driveways, parking areas, sidewalks, and bike parking are safe and accessible for everyone. This inspection is part of the Certificate of Occupancy process.
When you call for an inspection
Please have this information ready when you call our office:
- Project number
- Property address
- Contact person’s name and phone number
- Property type – residential or commercial
In most cases, we’ll visit the site the same day or the next business day for a field review.
What we check during the transportation inspection
Driveway access and visibility
We check that driveways are easy to enter and exit safely. Trees, poles, signs, or other objects can’t block the view of oncoming traffic. We make sure the driveway meets the city’s sight distance triangle standards and has the right width, grade, and travel direction.
Parking lot striping
All lane lines should be well spaced and meet city standards. Parking stalls must be evenly spaced and allow enough room between vehicles.
In parking areas that may be icy or snowy, the maximum slope is:
- 4% side to side
- 6% front to back
ADA-accessible parking stalls
The first parking stall must be van-accessible.
- Van-accessible stalls must be 16 feet wide, including:
- One 8-foot parking space
- One 8-foot cross-hatched loading area
- When possible, place the loading area on the passenger side of the stall.
A standard accessible stall includes:
- 13 feet total width (8 feet for the vehicle and 5 feet for loading)
- ADA pavement markings centered in the stall
- An ADA sign in front of the stall:
- Installed on a post or wall
- The bottom of the sign at least 60 inches above the parking surface
- Positioned so it doesn’t block people walking in front of parked vehicles
Other requirements:
- The slope of the stall and loading area must not exceed 2% in any direction
- A ramp must be near the ADA stall to provide easy access into the building
- One shared loading area may serve two ADA stalls
Bike racks
A bike rack must be installed. At least five percent of the required parking stall total must include bike parking. Bike racks should:
- Be visible from the public street and as close as practical to the front entrance
- Support the bike frame, not the wheels
- Be securely anchored to a hard surface such as concrete or asphalt. The hard surface may be located within concrete, grass, or another accessible area.
Pedestrian access
Pedestrian access from the way to the parking lot and building must be safe, accessible, and free of obstacles. Walkways, stairs, ramps, and railings must meet ADA and building code standards. Together with City Engineering inspections, we also check the public sidewalk for tripping hazards and ADA ramps at intersections.
After the inspection
After the inspection, we’ll approve the Certificate of Occupancy if everything meets city standards. If any items still need work, we’ll give you a punch list that explains what to fix. Once those items are complete, call us to schedule a reinspection. We’ll return to the site as soon as possible after your call.
A temporary permit may be issued if all public safety issues have been addressed, to help you move forward with project completion.
