We are off to a strong start here in District 4! Now that the year is underway, I want to share my key 2025 policy priorities with you. These priorities reflect my commitment to improving Salt Lake City and District 4. Transparency and accessibility is at the heart of my role at the city, and I invite you to share your thoughts and feedback with me—your input matters!
This year, we need your support more than ever! I’m asking you to support our neighbors and our families by participating in this year’s budget season (April to June). Your input will help keep District 4 family friendly and a welcoming place.
Here’s what I’ll be focusing on this year:

Salt Lake City Council District 4 – Eva’s 2025 Priorities
1. Middle Housing and Homeownership Support
- Key Initiatives:
- Support Development of Homeownership Opportunities: Incentivize home ownership products and housing projects, particularly areas within District 4.
- Middle Housing: Incentivize middle housing and unit legalization.
- Prevent Homelessness: Collaborate with local organizations to provide resources like tenant displacement, rent assistance, and job support services.
- Resource Coordination for Homeless Services: Work with partners to strengthen coordination between service providers, reduce gaps in support, and address homelessness holistically. Enforce local ordinances and remove people from vulnerable situations.
2. Downtown Safety and Accessibility
- Key Initiatives:
- Civic Campus/Green Loop: Fund and establish public safety measures while coordinating creation of Civic Campus.
- Main Street Promenade: Install bollards and seek to fulfill engineering study. Combine capital improvements to the city core.
- Pedestrian safety policies: Enforce scooters, speeding, noise. Completion of vision zero and creation of sidewalk shed policy.
- Enhanced Street Lighting: Improve lighting along major downtown corridors, parks, and parking areas to increase safety and visibility at night. Make this inclusive of decorative and ambient lighting.
- ADA policies: Enforce and expand sidewalk accessibility and proper construction and expansion of ADA policies in urban built environment.
- Activation of Downtown: A focus on subsidizing Open Streets and other impactful promenade focused events.
- Sound apparatuses funding and policies: Work to enhance natural landscape and limit ambient noise in the city.
3. Small Business Support and Economic Development
- Key Initiatives:
- Small Business Grants and Resources: Increase funding for small business grants and provide resources for construction mitigation including marketing.
- Support for the Downtown and the Sports, Entertainment, Culture, and Convention District: Work with local venues, restaurants, and retailers to build a vibrant, diverse entertainment hub that respects the neighborhood’s character.
- Promote Business Districts as a Destination: Invest in marketing campaigns and public art projects to highlight District 4’s unique identity, including its historic buildings, arts scene, and vibrant food culture.
- Support Special Assessment Areas (SAA): Helping support our SAAs and future election funding for the creation of these districts (e.g., Harvey Milk Blvd and Visibility project).
4. Sustainable Urban Development and Green Spaces
- Key Initiatives:
- Sustainable Development Standards: Introduce policies to encourage green building practices, solar energy use, and low-impact development, particularly in new housing and business projects.
- Expand and Protect Existing Green Spaces: Improve parks like Taufer and Richmond with enhanced facilities, maintenance, and community programming. Focus on safety and accessibility improvements to make these spaces more family friendly.
- Air Quality Initiatives: Collaborate with local organizations to promote clean air policies, such as tree planting initiatives and community education on reducing emissions.
- Capital assets plan: Work with administration to create long term sustainable plan for city-owned assets.
5. Inclusive Community Engagement
- Key Initiatives:
- Neighborhood Listening Sessions: Host monthly community meetings across different neighborhoods to gather feedback, answer questions, and foster transparency.
- Digital Engagement and Efficiency for Council and Community: Work to enhance the tools needed to communicate with City Hall and residents.
- Council/Neighborhood: Launch a district-specific website or app for residents to provide input on upcoming council decisions, report issues, and stay informed.
6. Transparency and Accountability
- D4 Survey: Ensure that all perspectives within District 4 are considered in policy decisions, especially those from underrepresented communities.
