Meet the Team
Darlene Harper, Leave & ADA Specialist

Darlene began working in Human Resources when it was commonly referred to as Personnel, which equates to having two decades of experience. In addition to working directly in Human Resources, she has ten years’ experience working with retirement plans. During her career, she has focused on employee relations and compliance ensuring employees receive the most benefit within the parameters of company policy and regulations. This focus has allowed opportunities for creating and facilitating training, ensuring harassment/discrimination is addressed appropriately, employment protections (including Affirmative Action Plans, Equal Employment Opportunity Plans, FMLA, and ADA), and benefits (insurance, vacation & leave options, company perks, etc.).
During her career she has filled many roles including several years as Human Resources Manager. While employed with Salt Lake City, beginning in 2012, she has filled the role as subject-matter expert related to work authorization, Family and Medical Leave Act (FMLA), Equal Employment Opportunity ((EEO) harassment/discrimination), and Americans with Disabilities Act (ADA).
Her current role with the City is FMLA and ADA Specialist and she encourages employees to reach out to her with questions, concerns, or needs they have related to FMLA or ADA.
Cheryl Boyter, Benefits Analyst

Cheryl Boyter began working for Salt Lake City in May of 2017 as the HR Office Administrator she joined the Benefits team in April, 2020 primarily focusing on leave management and supporting the benefits team.
Cheryl holds a bachelors degree in Business Administration from Argosy University
She enjoys hiking and spending time in the mountains.
Roxanne Turner, HR Technician

Roxanne Turner moved to Utah 1985 and attended University of Utah where she graduated with a Bachelor’s in Spanish.
She worked two seasons of Utah legislature as a Senate secretary, and in the private sector as an office manager of small business, as a business partner with theater/school owner, as an administrative assistant to an executive at a large construction company and customer service in various capacities before moving the public sector where she has worked for the last eight years in HR and benefits.
Roxanne’s hobbies include gardening, backpacking, hiking, swimming, kayaking, horseback riding, travel and learning.
She is passionate about her family, her 15-year-old black cat Luna, health and wellness, clean air, meditation and serving people.
