Residential Swimming Pools and Spas: The installation of residential swimming pools and spas deeper
than 24 inches are regulated by the 2024 International Code Council Swimming Pool and Spa Code
(ISPSC) and will require permits from Salt Lake City. This code will apply to above ground (temporary) or
in-ground (permanent) pools and spas. A free copy of the 2024 ISPSC can be viewed here:

The 2024 ISPSC requires pool decks, electrical, plumbing, gas lines, etc. to be included in a pool
permit. All information, drawings, and specifications for all required trades shall be included in the
documents submitted for the pool permit including equipment listings. The plan review requires
document submittals which show compliance with the ISPSC Pool and Spa permit fees are based on
the total cost of construction for all the trades involved in providing a complete installation as required by
the ISPSC, please include accurate cost information to the city so the plan review and permit fees are
appropriately allocated.

Suction entrapment avoidance for pools and spas shall be provided in accordance with ANSI/APSP 7
-2013 Standard for Suction Entrapment Avoidance in swimming pools, wading pools, spas, hot tubs, and
catch basins.

General Requirements

  1. Provide all manufacturer’s specifications, listing, and labeling for equipment listed in the 2021 ISPSC Sections 313, 314, 315, 316, 317, 320, 321 and 322.
  2. Provide information on the site plan which shows compliance with 2024 ISPSC Section 321 as amended by the State of Utah: 321.1
  3. Backwash Water or Draining Water. Backwash or draining water shall be discharged to the sanitary or storm sewer, or into an approved onsite waste water disposal system on the premise, or shall be disposed of by other means approved by the state or local authority. Direct connections shall not be made between the end of the backwash line and the disposal system. Drains shall discharge through an air gap.
  4. Barrier requirements must be shown on all pool permit plans regardless of if they are included in the pool contractor’s scope of work. Permits will not be closed until all barrier requirements are met.

Mechanical Requirements

  1. Provide a gas pipe sizing diagram and calculations to have on site for the building inspector per IRC G2412.8
  2. Where a 2 PSI meter set is used, provide gas pressure regulators where an appliance is designed to operate at a lower pressure than the supply pressure. These shall be listed as complying with ANSI Z21.80 G2412
  3. Heaters shall be listed and labeled in accordance with the applicable standard in table 317.2 (1) Water Heaters.

Electrical Requirements

  1. At least one 125-volt, 15- or 20-amp receptacle supplied by a general-purpose branch circuit shall be located at a minimum of 6 feet from, but not more than 20 feet from the inside wall of the pool, outdoor spa, or hot tub.
  2. All 15-amp and 20-amp outlets within 20 feet of the pool shall be GFI protected.
  3. Means to simultaneously disconnect all ungrounded conductors for all pool equipment, other than lighting, shall be provided within sight of the equipment and at least 5 feet from the pool or spa.
  4. At least one GFCI protected 125-volt, 15-amp or 20-amp receptacle on a general purpose circuit shall be located within a pool equipment room.
  5. Overhead electrical wires shall have a minimum 10 foot horizontal clearance to the water’s edge or a 22.5 foot vertical clearance to the water surface.
  6. Underground wiring shall not be installed under or within the area extending 5 feet horizontally from the inside walls of pools except where the wiring is installed to supply pool equipment or where there are space limitations.

15A-3-1001 General provisions:


(1) In ISPSC, Section 202, the following definition is added for private residential swimming pool: “PRIVATE
RESIDENTIAL SWIMMING POOL (Residential Pool). A swimming pool, spa pool, or wading pool used only by
an individual, family, or living unit members and guests, but not serving any type of multiple unit housing
complex of four or more living units.”
(2) In ISPSC, Section 202, the definition for Residential Swimming Pool (Residential Pool) is deleted and
replaced with the following: “See the definition for Private Residential Swimming Pool (Residential Pool).”
(3) In ISPSC, Section 306.3, in the first sentence, the words “or private residential pools” are added after the
word “pools” and the last sentence is deleted.
(4) In ISPSC, Section 321.1, the following changes are made: (a) the words “or storm” are deleted; (b) the
words “onsite waste water” are added before the word “disposal”; and (c) the words “or shall be disposed of by
other means approved by the state or local authority” are deleted.
(5) In ISPSC, Section 326.1, the following words are added after the word “indoor”: “residential or.”
(6) In ISPSC, a new Section 326.2 is added as follows: “326.2 Recirculation of Air. Supply air to residential or
public pool and spa and associated deck areas shall not be recirculated unless such air is dehumidified to
maintain the relative humidity of the area at 60% or less. Air from this area shall not be recirculated to other
spaces where more than 10% of the resulting supply airstream consists of air recirculated from these spaces.
The design and installation of ventilation systems shall comply with ANSI/ACCA 10 Manual SPS.
(7) In Chapter 11, the following reference standard is added: Standard Reference Number Title Referenced in
Code Section Number ANSI/ACCA 10 Manual SPS – 2023 HVAC Design for Swimming Pools and Spas,
Publisher: Section 326.2

No additional permits or fees from the Building Department are required for the issuance of this pool permit. This is an all-encompasing permit, however the Public Utilities Department may assess additional fees.
