Citizen Access Portal & ProjectDox Instructions

Overview

Use the Citizen Access Portal to apply for permits and ProjectDox to upload plans and manage reviews.
This step-by-step guide walks you through the full process—from application to plan submission.

Step 1: Access the Citizen Access Portal

Step 2: Apply for a Permit

  1. Select the Building tab
  2. Click Apply for a Permit
  3. Accept the terms and conditions
  4. Select the correct permit type
  • Residential vs. Commercial matters
  • Trade permits, such as Electrical, Mechanical, and Plumbing, are separate
  • Incorrect selection may result in a voided application

Step 3: Enter Project Details

  • Search by address or parcel number, not both
  • Add the applicant, who is the primary contact
  • Add the licensed professional, if applicable
  • Complete all required fields and review your application before submitting

Step 4: Submit Application

  • Confirmation appears after submission
  • A ProjectDox invitation email is sent within minutes
  • Check spam or junk folders if not received

Step 5: Upload Plans — ProjectDox

Option A: Through Citizen Access Portal

  1. Click your permit number
  2. Go to the Plan Review tab
  3. Select Applicant Upload Task
  4. You will be redirected to ProjectDox

Option B: Direct ProjectDox Login

  1. Use the link in your Upload Task Assignment email
  2. First-time users receive a temporary password
  3. Log in and accept the task

Step 6: Upload Required Documents

  1. Select the correct folder
  2. Click Select Files to Upload
  3. Upload or drag-and-drop files
  4. Click Start Upload
  5. Confirm all uploads are complete

Step 7: Complete Upload Task

  1. Check the confirmation box
  2. Click Upload Complete – Start Prescreen
  3. Submit for review

Step 8: Track Status

  • Return to the Citizen Access Portal
  • Status updates will show under your permit record
  • No further action is required until prescreen review is complete

Important Notes

  • Plan review does not begin until:

    • Prescreen is accepted
    • Fees are paid
  • A submitted application is not yet an approved permit
  • All communication will come via email from ProjectDox
