Salt Lake City Building Services Closeout Guidance

**This list is not intended to be all inclusive, additional documents/requirements may present themselves depending on the project**

Electrical

  • Arc flash calculations for main electrical service gear- NEC 110.16
  • Available fault current label- NEC 110.24
  • Backup generator commissioning and special inspection report for bolting
  • Backup generator Hazmat permit as required by the Fire Prevention Bureau
  • Radio repeater testing, certification, or waiver as applicable from the Fire Prevention Bureau needs to be completed- IFC510.5.4

Fire

  • FDC / riser room signage- IFC 912.2.2
  • Fire extinguishers placed per plan and tagged- IBC 906
  • Ariel obstructions mitigated- IFC D105.4
  • Two-way communication operational and approved- IBC 1009.8

Egress

  • Egress map and area of refuge signage
  • Egress lighting / exit signs approved as complete- IBC 1008 & IBC 1013
  • Stair signage both sides of stair shaft- IBC 1023.9.1
  • ADA egress components complete / signage / parking installed- IBC 1103 & ICC A117.1.

Mechanical

  • Dampers approved as complete- IMC 607
  • CO/NO detection and expulsion systems approved as complete-  IMC 404.1
  • Systems interlocks approved as complete
  • Test and balance- IMC 608

Plumbing

  • Bac-T test (most remote fixture)- IPC 610.1
  • Back flow certifications for all devices culinary, landscape and fire – IPC 312.10

General

  • Landscaping complete
  • Address sign / building numbers / unit numbers- IBC 502
  • TPO warranty (if applicable)
  • Blower door test results 100% of building 250,000 sq ft. or less conditioned space and 25% units on buildings larger than 250,000 conditioned area per- IECC 409.9

State Requirement

  • Elevator certification
  • Boiler certification

Project Closeout

  • Finals approved for all areas:
    • MEP
    • Fire
    • Building
    • Other permits
  • Final sign off document for special inspections provided by 3rd party inspection company, engineers, commissioning agency, etc.
  • Phased occupancy plan (if applicable) submitted to Phasing/TCO Team, which includes Fire, Public Utilities, and Building Services for review and approval prior to final inspections commencing
  • All deferred submittals must be satisfied
  • Closeout documents received and approved
    • Upload all closure documents to the “inspections closeout documents” folder in PDOX of your primary building permit, do not upload to sub permits.

  • All other relevant documents and test results requested by the project inspector such as commissioning reports of equipment/systems, etc.
  • Do not upload regular SI reports to this folder, it is for final closeout documents only.

Certificate of Occupancy

  • All the above listed items
  • Signoff from Transportation, Engineering, and Public Utilities as applicable
  • For Phased or Temporary Occupancy requests consult with project inspector for guidance early on in your project
  • Certificates of Occupancies are posted to the Citizen’s Access Portal after issuance.  Prior to submitting a request for a certificate, research Building Permit records to verify the document hasn’t already been processed.  Certificate of Occupancies are posted under “Attachments” below the “Record Info” tab

Transportation, Engineering, and Public Utilities are separate departments and will need to be contacted individually for inspections and approvals. A Certificate of Occupancy will not be issued without their approval.
