Salt Lake City requires a Construction Traffic Management Plan (CTMP) for development or construction projects that are expected to impact city streets, sidewalks, or bike lanes. The purpose is simple: to keep people safe, reduce disruptions during construction, and keep vehicles moving.

Managing how construction affects traffic, driving, transit, walking, and biking is also an important part of eliminating traffic deaths and serious injuries.

Purpose

A CTMP outlines how a project will:

  • Maintain safe travel for people who walk, bike, take transit, and drive.
  • Protect construction workers and nearby properties.
  • Coordinate with other nearby projects and community events.
  • Clearly communicate detours and closures to the public.
  • Reduce delays and restore streets as quickly as possible.

Requirements

Developers and contractors must submit a CTMP when seeking permits for work in the public right-of-way. Depending on the project size and impact, a CTMP may include:

  • Construction schedule and list of expected closures.
  • Traffic control plans that show safe routes for all users.
  • Parking and staging locations for workers and materials.
  • Coordination with agencies such as the Utah Transit Authority and Public Utilities.
  • Public notification and communication plan.
  • Plans for monitoring impacts and making adjustments as needed.

Prioritizing public access

When space is limited, the City prioritizes maintaining safe construction areas first, then space for walking, biking, and transit access. Each project is reviewed to ensure it meets safety and accessibility standards.

Compliance

Salt Lake City monitors compliance with approved CTMPs. Projects that operate without proper permits or do not follow approved plans may face penalties, including double fees, permit revocation, or removal of unsafe setups.
