Requirements and Eligibility
- Any property operating as a short-term rental in an approved zoning district must obtain a business license before advertising the property or accepting bookings.
- Each licensed property must display the City-provided notice inside the short-term rental and in a conspicuous location on or near the front door.
- Approved Short-Term Rental Zoning Districts: MU2, MU3, MU5, MU6, MU8, MU11, M1, M1-A, D1, D2, D3, D4, GMU, RP, BP, A, or JRF.
- Verify your zoning district.
Before You Start
- A licensee may hold only one (1) Short-Term Rental Business License within the City.
- Each short-term rental business license is associated with one (1) property and one (1) dwelling unit only.
- Owners of multi-unit properties containing more than eleven (11) dwelling units may license up to 10% of the total dwelling units as short-term rentals.
- Example: A building with 30 dwelling units may license up to 3 units as short-term rentals. (This example does not include condominiums)
- Short-term rental stays must be for a minimum of two (2) consecutive nights.
- Each licensed short-term rental is limited to 200 rental nights per calendar year.
Steps
1. Complete Application
To complete an application for a short-term rental property (one (1) unit only), the applicant (property owner) must provide the following information. A separate business license is required for each short-term rental unit.

2. Upload Documents
The following documents must be uploaded with the application:
- A government-issued photo ID (such as a driver’s license, passport, or other government-issued identification) for the property owner or a member of the LLC, corporation, or partnership listed on the Utah business registration.
- Property Authorization Form (required if the applicant is not the property owner but is applying on the owner’s behalf).
- HOA Authorization Letter (required for condominium units), providing written approval from the homeowner’s association authorizing the unit to be used as a short-term rental.
