Special Inspection Agreement
A Special Inspection Agreement identifies required inspections and testing for construction projects in accordance with IBC Chapter 17. These inspections ensure structural integrity and code compliance during construction.
Overview
Special inspections are required for specific construction elements and must be performed by approved inspectors. The registered design professional must complete this agreement prior to permit issuance and identify all required inspection types.
Before Permit Issuance
- The design professional must complete the agreement and list all required inspectors
- Inspectors must include license or certification numbers
- The form must be submitted through ProjectDox before a permit is issued
- If inspection personnel change, a new form must be submitted for approval
Statement of Special Inspections
A separate “Statement of Special Inspections” is required and must be included with the approved plans in a visible location, such as the first page of the construction documents.
Inspector Requirements
- All inspectors must be approved by the Building Department
- Proof of certification is required for each inspection type
- Inspectors must perform duties in accordance with IBC requirements
Inspection Reports
- Reports must comply with IBC 1704.2.4
- Copies must be submitted to the Building Inspection Office
- Reports must include project address and permit number
- A final report must confirm:
- All inspections and testing were completed
- Work complies with approved plans and specifications
- Any non-compliant or unresolved items must be clearly identified

Responsibilities
Design Professional
- Identify all required inspections and testing
- Ensure compliance with IBC Chapter 17
Owner
- Hire qualified inspection agencies or individuals
Contractor
- Provide inspectors access to plans and job site
- Maintain inspection records on site
- Make records available to the Building Department upon request
