Remodel of Owner-Occupied Pre-1970 Buildings

This form outlines minimum requirements for renovating or remodeling owner-occupied, single-family homes built before 1970. It focuses on maintaining safety while working within existing building conditions.

Overview

These requirements apply to existing homes where full compliance with current building codes may not be feasible. The City allows certain existing conditions to remain, provided minimum safety standards are met.

Stairway Requirements (Existing)

  • Minimum headroom: 6′-4″
  • Maximum riser height: 8 inches
  • Minimum tread depth: 9 inches
  • Minimum stair width: 30 inches

Ceiling Height Requirements

  • Minimum habitable room height: 6′-4″
  • If ceiling height is less than 7′-6″, a hardwired smoke detector with battery backup is required
  • Minimum bathroom/toilet room height: 6′-0″

Emergency Egress Requirements

  • Minimum hallway width: 30 inches
  • Minimum hallway height: 6′-4″
  • Bedroom windows must meet egress requirements

Bedroom Window Minimums:

  • Minimum size: 20″ x 24″
  • Minimum net openable area: 3.5 sq ft
  • Maximum sill height: 48 inches

Natural Light and Ventilation

  • Natural ventilation: minimum 4% of floor area
  • Artificial lighting may be used in place of natural light:
    • 1.5 watts (incandescent) per square foot, or
    • 0.8 watts (fluorescent) per square foot
  • Mechanical ventilation may be used in place of natural ventilation:
    • Minimum 0.35 air changes per hour

Habitable Room Requirements

  • Minimum ceiling height: 6′-4″
