Council Continues Affordable Housing Investments
The Council, acting as the Community Reinvestment Agency (CRA) Board, approved roughly $8.1 million in affordable housing funding from the Housing Development Loan Program. The funding will support four projects across the city, creating nearly 600 affordable housing units, including 247 two- and three-bedroom units. The Board also reviewed the proposed FY27 Housing Development Funding Strategy, which begins the annual discussion of housing funding priorities for the upcoming fiscal year.
“With demand for affordable housing funds far exceeding available resources, we faced difficult choices this cycle,” said CRA Board Chair Dan Dugan. “These projects stood out for their level of affordability, strong development teams and readiness to move forward.”
Residents Share Input on Proposed Street Closures and Other City Topics
The Council held several public hearings during the formal meeting, with most comments focused on the proposed temporary street closures near Temple Square for the 2027 Salt Lake Temple Open House. The Council also gathered feedback on over nine additional city items, including:
- A proposal to rezone 32 properties to align with the Rio Grande Master Plan.
- A proposal addressing properties with ongoing illegal or disruptive activity.
- Several grant applications supporting projects related to the upcoming Olympic Games, sustainability initiatives and public safety efforts.

C.R.A. Briefings
The Council, acting as the Community Reinvestment Agency (CRA) Board, also discussed the following items during their meeting:
- The proposed addition of decorative pedestrian lighting along Main Street ahead of the 2027 Salt Lake Temple Open House. Most of the funding for this project would come from private and philanthropic sources, and the Council indicated support for the proposal. (Watch)
- Updates to the agreement for the USA Climbing headquarters and training center project, including plans for rebuilding the historic Salt Lake Mattress Company building after structural issues increased project costs. (Watch)
Work Session Briefings
The Council was briefed on the following items during the work session:
- Updates on water runoff, snowpack levels and water supply projections following a snow drought this year. (Watch)
- A proposal to support small, district-based public art projects that encourage public-private partnerships. (Watch)
- An annual review of city employee pay and recommendations ahead of the city’s budget process. (Watch)
- A rezoning proposal of a property near 256 E 300 S to allow a hotel in a new 185-foot building. (Watch)
Updates From the Administration
National Women’s History Month
The Council joined Mayor Erin Mendenhall to recognized March as National Women’s History Month in Salt Lake City. Katharine Biele, the President of the League of Women Voters, received the Resolution on the organization’s behalf.

The Council meets for their work session begins following the C.R.A. meeting and ends at approximately 6:30 p.m. The formal meeting begins at 7 p.m. and ends upon the conclusion of items listed on the agenda.
