Proposal to allow Single-Family Attached Dwellings in select Commercial Zones

Introduction

The Council recently voted to allow single-family attached dwellings in commercial zoning districts of the city that already allow multifamily housing. This type of housing is now allowed in the following zoning districts:  

  • Community Shopping (CS),  
  • Commercial Corridor (CC),  
  • General Commercial (CG), and  
  • Small Neighborhood Business (SNB). 

This change, initially requested by a private developer, aims to increase housing and housing ownership in the city.

The initial proposal would have also allowed single-family attached dwellings in the Community Business (CB) and Sugar House Business Districts (CSHBD 1 & 2) districts. However, the Salt Lake City Planning Division recommended that the City Council not allow single-family attached dwellings in those zoning districts due to Sugar House’s dense mixed-use character and the small-scale commercial nodes within the CB district. The Council will consider this recommendation when it reviews this request.  

Examples of areas zoned as CB include 9th & 9th, Glendale Drive near Navajo Circle, 300 West in the Marmalade District, and Highland Drive near the border with Millcreek City.

Single-Family Attached Dwellings is housing typically referred to as townhomes or row houses.

August 27, 2024 Vote 

During its formal meeting, the Council voted to allow single-family attached dwellings in specific commercial zones. 

August 13, 2024 Public Hearing 

The City Council held and closed a public hearing on the proposal to allow single-family attached dwellings in select commercial zones. The Council voted to defer a vote to its Tuesday, August 27 meeting.  

July 9, 2024 Council Briefing  

The City Council received a written briefing on allowing single-family attached dwellings in select commercial zones. A public hearing will be held at the Council’s formal meeting on Tuesday, August 13, at 6 p.m.
