
How Parks and Park Projects Come to Life
Step 1: Develop the Idea
Both the public and Salt Lake City Public Lands have the opportunity to initiate projects through the Capital Improvement Program and sometimes through other funding sources. Within Public Lands, projects can be initiated if it falls within the goals of the Master Plan, studies, community request, asset condition data, equitable distribution of funding citywide, Mayor’s City Plan, and City Council directives.
Step 2: Apply to CIP
Capital Improvement Program (CIP)
Salt Lake City’s Capital Improvement Program is a multi-year planning program for capital expenditures needed to replace or expand the City’s public infrastructure. CIP pays for projects like parks, public buildings, and street projects. Capital improvements involve the planning, studies, design, construction, purchase and/or rehabilitation of the City’s infrastructure. Each budget year, money is set aside for CIP. The City Council reviews the CIP plan during the annual budget process and approves the total amount of available funding. Step 3: CIP Review Process
Once a CIP application is submitted, it goes through a series of reviews that can take about 9 months to process.
Step 4: Application Either Receives Funding or is Not Funded
Step 5: Planning and Implementation
CIP applications that are approved for funding by City Council are sent to the appropriate city department to begin implementation of a project. Currently, Public Lands has more CIP applications than staff can manage and implement. Due to the backlog, once projects are funded, based on the urgency of the project’s implementation, there may be a period of time prior to the project’s beginning.
