This petition was initiated by Mayor Mendenhall to clarify how utility uses, buildings, and structures are regulated. It was heard by the PC on March 12, 2025 and the HLC on April 2, 2025 and was recommended for adoption. The following changes have been made for the council to consider:
- Design Standards – Consider whether the design standards added for public utility buildings at the Council’s request are sufficient.
- Homeless Resource Centers – Consider whether removing homeless shelters and homeless resource centers as a conditional use in the land use tables adequately addresses the unresolved repeal of Ordinance 15B of 2022.

- The text amendment has been recommended for approval by the Salt Lake City Planning Commission on March 12th, 2025, and the Historic Landmark Commission on April 3rd, 2025. The petition was briefed to City council on September 3rd, 2025. Following the council briefing, changes are being made to the petition to include design standards for public utility buildings as well as updating provisions for homeless shelters in downtown districts.
