Proposed Project Overview
Colin Jube, property owner representative, is requesting approval of a Zoning Map Amendment and a Master Plan Amendment. The purpose of this request is to enable the redevelopment of property at 705 E 500 S with a 15-story mixed-use development that includes for-sale condos and ground floor retail. The subject property is .48 acres in size.
The proposed Zoning Map Amendment would rezone the property from MU-5 (maximum building height of 55’) to MU-11 (maximum building height of 125’). As proposed, the building would be 166’ in height, which includes a 3-story height bonus, permitted if utilizing the City’s Affordable Housing Incentives. To support the new MU-11 zone, the applicant has also proposed to amend the future land use map within the Central Community Plan from Medium Density TOD (20-50 dwelling units per acre) to High Density TOD (50+ dwelling units per acre).

Public Comment Period: August 25 – October 9, 2026
Notice has also been sent to property owners and residents within 300 feet of the project location to obtain public input and comments on the proposal. Notified parties are given a 45-day period to respond before a public hearing with the Planning Commission can be scheduled.

During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.
Public Hearings & Final Decisions
The Planning Commission will then hold a public hearing to gather additional comments and make a recommendation to the City Council, which will hold a final public hearing before making a final decision.
