Intermountain Health Hospital – Conditional Use & Design Review at 45 E 800 South

Proposed Project Overview

Intermountain Health (represented by Shaun Salazar, HDR) requests Conditional Use and Design Review approval for a new hospital campus. The campus includes 4 buildings: a 10-story inpatient hospital (221’), a 7-story Medical Office Building (146’), a Central Utility Plant, and a 7-story (88’), 632-stall parking structure with ground floor retail. Rezoned to D-1 Central Business District in 2024, the 9-acre site has an associated Development Agreement (DA) that permits increased building length, and modified ground floor uses. The DA also requires the inclusion of 1 acre of open space, midblock walkways, and a food truck court.

Condition Use – The Council voted to make Hospitals, their accessory uses, and Heliports conditional uses in the D-1 zone, requiring Planning Commission approval to construct.

Design Review – The design review petition requests relief from additional D-1 design standards that were not within the DA. Requested modifications include approval for buildings over 200’ in the D-1 zone and increasing front/corner side yard setbacks to accommodate plazas. Additional modifications address glass percentages, durable materials, blank walls, service area screening, onsite parking structure standards, and public improvements. Other requests may arise during the review process.

Notice of this proposal has been sent to Chair(s) of the Community Council(s) in the area where the project is located. The Council(s) may choose to review the proposal at an upcoming meeting. Please contact the Chair(s) directly to find out if the proposal will be reviewed, and if so, when and how the meeting will take place.

Public Comment Period: September 25 – November 9, 2026

Notice has also been sent to property owners and residents within 300 feet of the project location to obtain public input and comments on the proposal. Notified parties are given a 45-day period to respond before a public hearing with the Planning Commission can be scheduled.

During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.

Public Hearings & Final Decisions

The Planning Commission will then hold a public hearing for additional public comments and make the final decision on the matter.
