Downtown Alliance Vitality Report

The Council received a briefing from the Downtown Alliance highlighting successful projects from 2025, including new partnerships improving Pioneer Park, raising rapid financial support for workers displaced by the Main Street fire and more than 160 days of cultural and community events. Looking to 2026, the Alliance shared plans for continued investments to boost safety and visitation, with a focus on strengthening downtown as the region’s center for jobs, culture and economic activity.
Presentation on a Collective Bargaining Agreement for the Salt Lake City Public Library
The Council was briefed on the next steps and long-term planning for the collective bargaining agreement for Salt Lake City Public Library. The terms of the agreement, based on the employees’ negotiations, including wage increases and benefits, are projected without requiring a tax increase.
“Thank you for demonstrating in real time that protecting workers is not an unrealistic financial investment for people,” added Council Member Victoria Petro. “This is a lovely way to show that we’re not compromising the fiscal future of Salt Lake City while we ensure that we have a working class that can provide for themselves.”
Highlights
In addition to usual city business, the Council discussed:
- A request to rezone a downtown property to support a proposed mixed-use development project. Council members asked questions related to local renewable energy collection, construction impacts and other concerns raised by residents in the area. (Watch)
- Potential increase to fees charged on rounds of golf to fund maintenance of Salt Lake City’s public golf courses. (Watch)
- Public comment on the proposed creation of the Silos Park Public Infrastructure District (PID). PIDs provide flexible means for financing public infrastructure improvements. (Watch)
- A follow-up to previous budget amendment discussions, including funding for natural disaster response and street cleaning. (Watch)

The Council meets for its work session at 2 p.m., and its formal meeting begins at 7 p.m., ending upon the conclusion of items listed on the agenda. Council staff can provide parking validations for the City Library.
The Council will also meet for its annual retreat on Tuesday, Jan. 27.
