Federal Housing and Community Development Grants and City Funding Our Future Housing Programs
The Council finalized grant funding from Federal and City programs to various nonprofit services that address community needs, ranging from housing, home repair, health services, homeless services and refugee services. The grant funds are allocated through Community Development Block Grants, the HOME Investment Partnership Program, Emergency Solutions Grants and Housing Opportunities for Persons with AIDS funding, along with local Funding Our Future housing programs.
YouthCity State of the City Address

High school students who participate in the YouthCity Government program provided their annual State of the City address to the Council, speaking on book bans, healthcare access on the West Side, public transportation needs, homelessness, and cultivating a diverse and welcoming environment in Salt Lake City. They also noted the opportunities the program has provided for them in getting more engaged in their local communities.

The Community Clean Energy Program
The Council approved the Community Clean Energy Program, which would provide a new opportunity for homes and businesses to fund clean energy through their power bill. The program is the result of collaboration between 19 local governments known as Utah Renewable Communities and Rocky Mountain Power. By investing in local clean energy, the program will advance Utah’s growing energy needs through healthier air and communities. Customers will be automatically enrolled, with the ability to opt out. More information will be shared over the coming months before the program starts in early 2027.
Formal Meeting Highlights
The Council addressed the following items during the formal meeting:
- Approved a zoning map amendment at approximately 1073 S Navajo Street to facilitate building additional for-sale homes while retaining the existing single-family home.
- Accepted public input and approved a partial street vacation of Wilmington Avenue at approximately 2192 S 2000 E. The sidewalk would not be impacted by this request.
Briefings
The Council was briefed on the following items during the work session:
- A proposal to vacate a portion of Fortune Road from approximately 2040 W Fortune Road to the intersection at Wallace Road to increase public safety. (Watch)
- A zoning map amendment at Mansell Manor at approximately 1750 South Jefferson Street, to construct a multi-family development. The proposed Community Benefit for the project states that 15% of the developed units will be sold or rented at 80% AMI (Area Median Income) or below. (Watch)
- A presentation on the process to transfer a parcel of property to the Utah Department of Transportation (UDOT) for the construction of the Mountain View Corridor. A public hearing is required under city code, but no further action is required by the Council. (Watch)
- The Historic Landmark Commission’s recommendation for updated standards for local historic district street signs. (Watch)
- The Mayor’s recommended budget relating to the Department of Airports for Fiscal Year 2026-27. (Watch)
- A follow-up briefing on legislative intents, focusing on the Administration’s progress on those from previous years. (Watch)

Community Engagement Updates:
Salt Lake City believes public input is essential to making the right decisions for our city. Visit the City’s website for a list of projects currently collecting feedback.
- Landscaping Equipment Exchange opened April 15.
- Jefferson Park survey summary now available on ShapeSLC.
- Allen Park reopening planned for mid-May.
- Pioneer Park Construction is underway, with completion expected late 2026.
Mayor’s Community Office Hours:
The Mayor’s team of community liaisons is available to constituents to discuss community needs and receive feedback.
Homelessness Update:
Homeless Resource Centers saw a 97% occupancy rate, with all locations operating at capacity.
The City’s next Homeless Resource Fair will be held on Fri., May 8 at Library Square and the SLC Justice Court will be at the Wiegand Center on Fri., May 1.

Next Council Meeting
Tuesday, May 5
The Council meets first as the Community Reinvestment Agency (C.R.A.) at 2 p.m., followed by the Council’s work session. The formal meeting begins at 7 p.m. and ends upon the conclusion of items listed on the agenda.
