Temple Square Street Closure Proposal
The Council was briefed on a request to temporarily close two streets downtown for the Salt Lake Temple’s reopening in 2027. The temporary closures would help with public safety and crowd management during the open house. In exchange for the closures, the Church will pay about $2.3 million in fees consistent with the city’s ordinance.
The Council will hold a public hearing on Tuesday, March 10, at 7 p.m. to gather public feedback.
Economic Development Loan Fund Annual Report
The Council was updated on the Economic Development Loan Fund program, which helps local businesses access loans when they may not qualify for traditional financing. The update included their support for small businesses over the last year and a review of the application process. The EDLF intake form is now open, with 10 business slots available for this round of quarterly funding.
Community Reinvestment Agency (CRA) Meeting Highlights
The Council, acting as the CRA, discussed the following items:
- An update on the Tenant Wealth Building Partnership with the Perpetual Housing Fund’s first affordable housing project, Arbor 515. The project is the city’s first large-scale office-to-housing conversion and one of the first in the nation to incorporate a renter wealth-building model. (Watch)
- The USA Climbing project at the former Salt Lake Mattress Company building, and the need for major structural work. The costs have exceeded the $6 million that the CRA previously committed. USA Climbing proposed rebuilding the structure with the historic brick, which would cost an additional $250,000. The Board requested a report on options for moving forward and will discuss the request at a future meeting. (Watch)
- Adding CRA funds for proposed safety and community upgrades to Jefferson Park, including a wet meadow, lighting, seating and signage. (Watch)
- The launch of the North Temple Mural Project, which brings large-scale murals that celebrate neighborhood identity and the area’s history. (Watch)

The Council’s work session begins at 2 p.m. and the formal meeting begins at 7 p.m., ending upon the conclusion of items on the agenda.
