Council Approves Mixed-Use (MU) Zoning Consolidation Zoning Text and Map Amendment

Following a public hearing last week, the Council voted to approve an update to the City’s zoning code that consolidates 27 commercial and mixed-use zones into six streamlined Mixed-Use (MU) districts. This citywide change is intended to make zoning rules more consistent, reduce barriers to mixed-use development, and better align with planning goals. The ordinance, which will be effective in three months, manages to preserve existing development rights by grouping similar zones while clearly outlining new standards for setbacks, uses and lot coverage.

Council Seeks Input on Annual Capital Improvement Program

The Council held a public hearing on project-specific funding for the City’s Capital Improvement Program (CIP), which supports upgrades to parks, streets, city buildings and other public spaces. The Council will continue reviewing project proposals to determine which ones to fund, which is scheduled to be finalized at the August 19 Council meeting. Residents are encouraged to stay informed and engaged as the process continues.

Honoring Neil Draper in the Rose Park Neighborhood

The City Council approved naming the northeast baseball field at Riverside Park in honor of Neil Draper, a beloved Rose Park community member and longtime supporter of local youth baseball. Mr. Draper, who passed away in March 2025, was known for his dedication, love of Salt Lake City, and the lasting impact he had on Rose Park baseball players through the years. Neil Draper Field will recognize his legacy and the many lives he touched in the neighborhood.

The Council approved the following appointments during the formal meeting:

  • Sarah Vaughn and Margaret Neville to the Library Board
  • Solomon Brumbaugh to the Transportation Advisory Board

  • Fiscal Year 2026 Homeless Shelter Cities Mitigation
  • Fiscal Year 2026 Salt Lake County Youth Advocacy Anti-Drug Coalition
  • Utah State Board of Education Summer Food Service Program
  • Utah Internet Crimes Against Children Task Force Affiliate Funding

Next Steps for Ballpark NEXT Community Design Plan

The Council, acting as the Community Reinvestment Agency Board (C.R.A.), reviewed and received public comment on the final draft of the Ballpark NEXT Community Design Plan . With feedback from Ballpark neighborhood residents, this plan outlines a long-term vision for transforming the former Smith’s Ballpark site into a vibrant, mixed-use neighborhood asset that reflects the area’s history and evolving identity. Council Member Darin Mano said, “With this plan, we’re taking community-centered steps to preserve our history while welcoming new neighbors, green space, business and gathering places.” 

The Council was briefed on the following items during the work session: 

  • A proposal to forgive accrued interest on the loan for Sunrise Metro, a permanent supportive housing project focused on preservation and redevelopment. (Watch)
  • Approving funds to continue the development of the 9 Line Community Reinvestment Area. (Watch)
  • Improved penalties and enforcement for large, unruly gatherings on private property that include illegal activity and disturbances. (Watch)
  • A follow-up briefing on improved housing efforts, including:

The Council meets as the Community Reinvestment Agency (C.R.A.) at 2 p.m. and the Council’s work session begins following the C.R.A. meeting and ends at approximately 6:30 p.m. The formal meeting begins at 7 p.m. and ends upon the conclusion of items listed on the agenda.
