Convention and Tourism Assessment Area Update
Visit Salt Lake updated the Council on the Convention & Tourism Assessment Area’s (CTAA) performance during its first full year. Enacted in 2023 to boost tourism in Salt Lake County, the CTAA uses revenue to attract more convention visits and attractions. The CTAA’s performance highlights success through increased hotel revenue, visitor spending and stronger local economic impact.
According to Visit Salt Lake, visitors comprise 35% of the city’s spending, encouraging further investments in tourism and events. The CTAA also noted that while some markets in the region are showing slowing, even negative growth, the Salt Lake market is growing.

Community Reinvest Agency Votes
The Council, acting as the Community Reinvestment Agency (C.R.A.), was briefed on and approved the following items during the work session:
C.R.A. Budget Amendment No. 1 for Fiscal Year 2025-26
The amendment consolidated agency funding sources into a newly created Disaster Relief Loan Program (DRLP). The DRLP will support businesses and property owners in CRA project areas impacted by disasters like the August Main Street fire through short-term, low-interest loans of up to $1 million. The loan program aims to expedite disaster recovery and ensure swift, transparent responses to future disasters.
- A modification of three loans for the Book Cliffs Lodge affordable housing project at 1159 South West Temple.
- An amended term sheet for NeighborWorks Salt Lake for two workforce housing projects, the Maltair Lanes development and the Stanbridge development.
- The Salt Lake Central Housing and Transit Reinvestment Zone (HTRZ) Interlocal Agreement to authorize the sharing of tax increment between Salt Lake City and the Salt Lake City C.R.A.
- The use of funds from 9-Line Strategic Intervention Funds for construction-related supplies and services on a Community Reinvestment Agency-owned development site.
- The use of an additional $50,000 from the 9-Line Fund Arts and Culture Program to complete iconic Westside public art installations.
Community Reinvest Agency Briefings
The Council, acting as the C.R.A, was briefed on the following items during the work session:
- Plans for part of the former Sugar House Project Area to be used as part of the S-Line extension into the Sugar House Center shopping district.
- A second amendment to the C.R.A.’s Fiscal Year 2025-26 budget, which proposes a reallocation of funding from the Depot District Infrastructure Improvements Program and Program Income Fund to the Depot District Infrastructure Property Acquisition Program.
- Updates on the Ballpark Mural program, a collaboration between the C.R.A. and the Salt Lake City Arts Council. So far, the project has completed 10 murals that reflect the community’s energy.
- Affordable housing advancements, including breaking ground on upcoming construction projects and a call for applications for new programs.
