Statement on the Creation of the Convention Center Public Infrastructure District

SALT LAKE CITY, April 8, 2025 – On Tuesday, we approved the Convention Center Public Infrastructure District (PID), a new state-mandated financing tool to fund an estimated $1.8 billion in upgrades to key downtown venues, including the Salt Palace and the Delta Center. This is in addition to the $900 million in sales tax pledged last year.  

This action was required under a new state law (SB 26) that gave us a limited and expedited role. Although we held a public hearing, the outcome was effectively predetermined and imposed by state legislation. 

We remain committed to the partnership with SEG and SL County for this important downtown district, while also promoting transparency, asking difficult questions and advocating for Salt Lake City residents.  

The PID is the latest Council action related to the Sports, Entertainment, Cultural, Convention District and gives revenue to further the items agreed to in the Participation Agreement, which was informed by public input.
