Proposed Project Overview

Zoning Map Amendment for Lamplighter Square at Approximately 1629 South Foothill Drive / 2475–2493 East 1700 South — Jon Galbraith, AIA, Principal at Element Design Collective, on behalf of property owner TP Lamplighter LC, is requesting approval from the City to rezone a combined total of 7 parcels (1.62 acres) at the above listed addresses from MU-2 (Mixed Use) and R-1-7000 (Single-Family Residential) to MU-3 (Mixed Use). If approved, the applicant intends to develop the site with retail, commercial, and professional office space, 14 for-rent townhomes, and 5 for-sale townhomes. Currently the land is used for a mix of commercial/retail and single-family residential purposes. Although the applicant has requested that the property be rezoned to the MU-3 (Mixed Use) zone, consideration may be given to rezoning the property to another zoning district with similar characteristics. The subject property is located within Council District 6, represented by Dan Dugan.

Public Comment Period: July 19 – September 2, 2026

Notice has also been sent to property owners and residents within 300 feet of the project location to obtain public input and comments on the proposal. Notified parties are given a 45-day period to respond before a public hearing with the Planning Commission can be scheduled.

During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.

Public Hearings & Final Decisions

The Planning Commission will then hold a public hearing to gather additional comments and make a recommendation to the City Council, which will hold a final public hearing before making a final decision.
