Proposed Project Overview
Mayor Erin Mendenhall has proposed modifications to update the Landscaping and Buffers Chapter (21A.48) of the Zoning Ordinance. The new chapter was adopted by the City Council on April 26, 2023. As the new regulations have been implemented, some sections were found to need further clarification and modifications to better understand and utilize the standards.
Additionally, changes to the State Code were adopted that limit the applicability of a landscape plan. The proposed text amendment will update the chapter to align with State Code. The proposal would also allow for artificial turf in some required landscaping areas where it was not previously permitted.

Next Steps
Notice of this application has been sent to Community Council Chairs throughout the City, who may choose to schedule the matter at an upcoming meeting. Please contact the chair(s) of these organizations to determine whether a community council will review this petition and when and how that meeting will occur.
A 45-day notice period to solicit comments on the chapter updates is held before a public hearing with the Planning Commission can be scheduled. This notice period will end February 23, 2026.
Public Comment Period: January 8 – February 23, 2026
Notice has also been sent to property owners and residents within 300 feet of the project to obtain public input and comments on the proposal. Notified parties are given a 45-day period to respond before a public hearing with the Planning Commission can be scheduled.
During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.
Public Hearings & Final Decisions
The Planning Commission will then hold a public hearing to gather additional comments and make a recommendation to the City Council, which will hold a final public hearing before making a final decision.
