Proposed Project Overview
Harold Woodruff, on behalf of the property owner, is requesting Administrative Design Review under the affordable housing incentives for the “First Step House” project located at 273 E 800 S. The proposed project development is a 4 story multi-family development containing 50 one-bedroom apartments. The applicant is requesting a modification to the building entrance design standard, which requires an entrance on each street-facing façade, to instead provide a single entrance on 300 E.
The site was recently rezoned from Institutional (I) to Moderate/High Density Multi-Family Residential District (RMF-45). As part of the approval, the City Council imposed conditions requiring that all dwelling units be restricted to households earning at or below 30% of the area median income, and that the development incorporate design measures to deter non-resident trespassing.
This application will not have a public hearing and will be reviewed administratively.

Notice has also been sent to property owners and residents within 300 feet of the project location to obtain public input and comments on the proposal. Notified parties are given a 45-day period to respond before a public hearing with the Planning Commission can be scheduled.

During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.
Public Hearings & Final Decisions
The Planning Commission will then hold a public hearing to gather additional comments and make a recommendation to the City Council, which will hold a final public hearing before making a final decision.
