Castlewood Development is requesting approval from the City to develop 24 3+ bedroom for-sale units at the above address. This project requires a Zoning Map Amendment and a General Plan Amendment. The properties are currently vacant.
A Zoning Map Amendment is required to build moderate-density townhomes. The land is currently zoned R-1-5000 (Single Family Residential) and is proposed to be rezoned to RMF-35 (Moderate Density Multi-Family Residential). This project also requires a General Plan Amendment. The amendment would change the Future Land Use Map in the Central Community Plan from “Low Density Residential” to “Medium Density Residential” for these properties.
The proposed Community Benefit for the project is the development of 24 3+ bedroom for-sale units. These units are suitable for families, and the proposed development includes a playground in its open space area.

Public Comment Period: April 28 – June 12, 2026
Notice has also been sent to property owners and residents within 300 feet of the project location to obtain public input and comments on the proposal. Notified parties are given a 45-day period to respond before a public hearing with the Planning Commission can be scheduled.

During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.
Public Hearings & Final Decisions
The Planning Commission will then hold a public hearing to gather additional comments and make a recommendation to the City Council, which will hold a final public hearing before making a final decision.
