Proposed Project Overview
Cazes Martin of Engine 8 Architecture, on behalf of the developer, Gardner Group, is requesting Conditional Use and Planned Development approval for a mixed-use building with a first-floor drive-through financial institution at 2200 S Highland Drive. The property is in the MU-11 (Mixed Use 11) zoning district. The proposed building is 16-stories with approximately 195 residential units and 9,000 sq ft of commercial space.
The applicant is requesting Conditional Use and Planned Development approval for the drive-through use and modifications to the required open space. Separate applications are also being reviewed administratively for Design Review, Affordable Housing Incentives, and Lot Consolidation. The decisions on the Design Review and Affordable Housing Incentives applications will be made after the Planning Commission decision.

Public Comment Period: June 11 – July 27, 2026
Notice has also been sent to property owners and residents within 300 feet of the project location to obtain public input and comments on the proposal. Notified parties are given a 45-day period to respond before a public hearing with the Planning Commission can be scheduled.

During and following this comment period, the Planning Division will evaluate the proposal against the applicable standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission.
Public Hearings & Final Decisions
The Planning Commission will then hold a public hearing for additional public comments and make the final decision on the Conditional Use and Design Review applications.
