Recognition of Outgoing Council Member Darin Mano’s Service

Ballpark NEXT Community Design Plan
The Salt Lake City Council, acting as the Community Reinvestment Agency Board, approved the Ballpark NEXT Community Design Plan for the Smith’s Ballpark site. The plan offers a flexible, community-driven vision to adapt and redevelop the ballpark and parking lot with more green space, safer streets, mixed-use development and places that celebrate the neighborhood’s history.
Built on public input and guiding themes for physical, social and environmental health, the plan prepares for a welcoming destination that reflects community values and strengthens the Ballpark Neighborhood. (Watch)
RMF-35 and RMF-45 Multi-Family Zoning District Text Amendment
The Council approved updates to the zoning map and rules for Multifamily Residential 35 and 45 zoning districts. The updates are intended to encourage a wider variety of housing types while also preserving existing units.
Public Safety Plan Update
Salt Lake City Police Chief Brian Redd provided updates on the Public Safety Plan as it reaches its first full year. According to the report, overall crime rates are at their lowest level in eight years. Chief Redd also discussed the results of the CONNECT List, which identifies individuals with repeated system contact for more coordinated intervention and accountability. Currently, nearly half of all participants have been arrested less than the year before the program’s start.
Council members also asked Chief Redd about a potential expansion of the city’s license plate readers and constituents’ data privacy concerns. The chief provided additional information and context about the city’s strict data privacy guidelines and confirmed information regarding the city’s vendor. (Watch)
Votes
The Council approved the following items during the formal meeting:
- The release of the city’s reversionary interest in property owned by Valley Behavioral Health to facilitate the development of the Saltair Lofts, a 68-unit housing project with a public benefit agreement.
- A temporary capacity expansion at the Volunteers of America Youth Resource Center to allow increased essential services for homeless or at-risk youth this winter.
- Grants from Budget Amendment No. 3, which will help with clean-up efforts and improving vegetation from the Jordan River and safety efforts around Homeless Resource Centers.
Public Hearings Held:
The Council provided public input opportunities for the following items:
- The Sky Harbour hangar development at the Salt Lake City International Airport, which would include an aircraft storage facility. The process required the TEFRA (Tax Equity and Fiscal Responsibility Act) public hearing and no further action from the Council.
Briefings
The Council was briefed on the following items during the work session:
- A status update on Utah Renewable Communities (URC), a partnership of 19 Utah cities and counties working to help residents and businesses make net-100% clean electricity by 2030. On Tuesday, Dec. 16, the Public Service Commission will hold public hearings about the program and the public is invited to weigh in on the program. (Watch)
- A forecast of the city’s future bond capacity, including the scheduled expiration of existing bonds. (Watch)
Community Reinvestment Agency (C.R.A.) Updates
The Council, acting as the C.R.A., received:
- A presentation from Eide Bailly, an independent consulting firm, on their positive audit of C.R.A. financial documents for Fiscal Year 2024-25. (Watch)
- Recognition in the 2025 Urban Land Institute Terwilliger Center Innovation in Attainable Housing Award for the success of the Aster housing project. (Watch)
Inauguration & Oath of Office Ceremony
The Salt Lake City Council invites the community to attend the Inauguration and Oath of Office Ceremony of the City’s elected officials representing Council districts 1, 3, 5 and 7. The event will be held at the Salt Lake City Main Library’s Urban Room.
Next Meeting
The Council meets first as the Community Reinvestment Agency (C.R.A.) at 2 p.m., followed by the Council’s work session. The formal meeting begins at 7 p.m. and ends upon the conclusion of items listed on the agenda.
