Salt Lake City Council Appoints Jennifer Napier-Pearce to Fill District 4 Vacancy

Napier-Pearce was sworn in and begins responsibilities immediately.
SALT LAKE CITY, June 9, 2026 – The Salt Lake City Council has appointed Jennifer Napier-Pearce to represent District 4, which includes the Downtown area. Council Member Napier-Pearce was chosen after several rounds of voting and was sworn in immediately after.
“We are pleased to welcome Jennifer to the Salt Lake City Council. Her appointment followed a thoughtful and deliberative process, and we are grateful to all who applied,” said Council Chair Alejandro “Ale” Puy. “Their willingness to serve is a testament to the spirit that makes this community strong. We look forward to our new Council colleagues’ contributions and encourage everyone to continue sharing their voices and help shape Salt Lake City’s future.”
Council Member Napier-Pearce will serve as the District 4 representative for the remainder of the term, which concludes on January 3, 2028. The District 4 seat will also appear on the ballot in the 2027 Municipal elections.
Votes
The Council approved the following items during the formal meeting:
- Budget Amendment No.5, which includes funding for new police officers, transportation, and more.
- The Sugar House Business District, which formalizes the intent to establish a Special Assessment Area (SAA) in the core commercial area of Sugar House, and install special lighting and signage.
- Recognizing June 19, 2025, as Juneteenth Freedom Day in Salt Lake City.

Public Hearings Held
The Council provided public input opportunities for the following items:
- A proposal to close a portion of an alleyway of the West Boulevard Subdivision within Jefferson Park. There are no properties that rely on these alleyways for access.
Briefings
The Council was briefed on the following items during the work session:
- A resolution that would authorize the Mayor to enter into an agreement with UTA to implement 2026-27 Frequent Service Network (FSN) Routes. Frequent service is a goal for buses to arrive at least every 15 minutes along routes on 200 S, 900 S, 2100 S, and 1000 N. (Watch)
- Acting as the Community Reinvestment Agency (C.R.A.), heard a proposal for a tax increment reimbursement agreement for the Silo Park Development South in the Salt Lake Central Housing and Transit Reinvestment Zone (HTRZ). The Board will discuss this at a future meeting. (Watch)
- Budget updates, including the 911 department and unresolved issues. (Watch)
Next Council Meetings
Thursday, June 11
Work Sessions are listen-in only, starting at 4 p.m. Council staff can provide parking validations for the City Library.
Tuesday, June 16
The Council meets at 2 p.m. for their work session. The formal meeting for the C.R.A., Local Building Authority, and City Council begins at 7 p.m. and ends upon the conclusion of items listed on the agenda.
The next opportunity for public comment is Tuesday, July 14, at 7 p.m.
Note: 200 E between 400 and 500 S will be closed June 12 through 23 for the Utah Arts Festival. If you are attending the meeting in person, please use the City Library parking garage and request a parking validation from Council staff. The garage can be accessed from 400 or 500 S between 200 and 300 E. ADA parking is available along 500 S, south of the City & County Building.
